This usually means that the primary consumers are at the bottom since they take up more mass. The levels are then built upon by how many more levels of organisms can survive on those below. It would take 1,000,000 kg of phytoplankton (1st level), to feed 100,000 kg of zooplankton (2nd level), to feed 10,000 kg of shrimp (3rd level), to finally feed 1,000 kg of large fish. The topmost level would only be for 100 kg of shark.

This diagram shows that the food chain is quite inefficient, and that a level would be skipped, there would be less energy lost. The bio pyramid is quite a helpful tool for understanding the laws of conservation of energy in organisms.
